CBAM Omnibus reforms published on the EU's Official Journal
The EU CBAM Omnibus reforms have been published on 17 October 2025 on the Official Journal of the European Union (OJEU). The changes will enter into force on the third day following its publication.
This event officially puts an end to the legislative process, which started back in February 2025 with the Commission's proposal and ended with the Council's adoption of the reforms on 29 September 2025.
EU Commits to support developing countries impacted by CBAM
In its joint communication EU global climate and energy vision: securing Europe's competitive role in world markets and accelerating the clean transition, the Commission highlights that while CBAM won't be rolled back, they will support developing economies impacted by the EU CBAM in their decarbonisation efforts.
While CBAM gradually enters into application, we intend to maximise the contribution of Global Europe to developing countries' decarbonisation and adaptation needs, in line with the instrument’s 30% climate and environment spending target. This would help alleviate concerns raised on EU legislation as well as strengthen partnerships and support broader regulatory reforms. To this end, we will also mobilise EU Member States’ expertise as well as targeted use of Technical Assistance and Information Exchange (TAIEX) for the clean transition.
NCAs announce CBAM sessions ahead of the definitive period
The CBAM National Competent Authority (NCA) in Germany, the German Emissions Trading Authority (DEHSt), is organising a free online informative session on the CBAM authorization procedure.
The session will take place on November 18, 2025 and is intended to provide general and up-to-date information on the process to apply for authorization as a CBAM declarant. The session link and event program will be available about one week before the date on their event page.
Similarly, the French CBAM NCA, La Direction générale de l'énergie et du climat (DGEC), organised a CBAM webinar on October 16 about how to prepare for the start of the CBAM definitive phase, the consequences of the CBAM Omnibus reforms, and how to estimate and anticipate the CBAM costs.
